Abstract: Water  is  one  of  the  most  important  natural  resources  and  is  a  key  element in  the  socio-economic  development  of  a  country.  The  demand  of  water  is continuously  increasing  due  to  population  growth  and  development  in industrial  and  agriculture   sector.   Ever  increasing  demand  and  finite availability  of  resources  is  bound  to  increase  the  gap  between  demand  and supply.  For  overcoming  such  a  situation,  it  is  very  important  to  efficiently  plan and  manage  available  water  resources.  Water  resources  development  has been  so  far  project  oriented  with  main  emphasis  in  providing  irrigation  to agriculture  land.  Most  developmental  decisions  today  are  multi-objective  in nature  involving  economic,  social  and  environmental  dimensions. Abstract: Judicious  operation  of  a  multi  purpose  project  with  flood  control  as  one  of the   benefits  is  of  vital  importance  for  the  successful  operation  and management  of  the  project.  This  may  be  of  significant  importance  when  a basin  is  susceptible  to  produce  long  sustained  floods  towards  the  end  of monsoon  season  when  reservoir  is  nearing  its  full  level  on  one  side  and protection  to  downstream  low  lying  areas  on  the  other  side  is  to  be  done  when such  a  flood  is  released  The  operation  becomes  further  complicated  when there  is  a  restriction  for  high  releases  to  impart  safety  to  downstream  thickly habitated  and  highly  industrialised  city.  Operation  under  such  conditions needs  very  clear  operating  guidelines,  advance  information  of flood  and  most importantly  very   well  conversant  operating  staff.  Modern  mathematical  tools in  the  form  of  a  system  models  are  useful  in  devising  operating  policy.  But each  operation  and  management  activity  needs  a  separate  software  for  the solution  at  planning  stage  and  another  software  is  needed  for  actual operation.  The  need  of  the  day  is  to  evolve  a  package  incorporating  all  these activities  with  each  and  user-friendly  mode  on  one  hand  and  to  provide  on  line operation  and  management  of  the  reservoir  during  monsoon  season.  Such software  also  helps  to  train  the  operating  staff  during  non-monsoon  season.</description>
